1. 목적
본 약관은 Latel(이하 "회사")이 제공하는 통하리 앱 및 관련 서비스(이하 "서비스")의 이용과 관련하여 회사, 고객 조직, 이용자 사이의 권리, 의무, 책임사항 및 서비스 이용 조건을 정합니다.
2. 서비스 개요
통하리는 도시정비사업 조합 및 관련 사업주체의 공지, 질문게시판, 댓글, 첨부파일, 조합 가입 요청, 가입 상태 확인, 내 물건지 정보, 푸시 알림을 제공하는 앱입니다.
통하리는 정부기관 앱, 공공 선거 앱, 공공 신분증 앱이 아니며, 총회·전자투표·서면결의 등 법적 효력 판단 기능은 별도 약정 또는 별도 서비스 범위에 따릅니다.
3. 계정 및 이용 자격
- 이용자는 카카오, Apple 또는 회사가 제공하는 심사용 계정 등 회사가 지원하는 인증 수단을 통해 로그인할 수 있습니다.
- 웹 카카오 로그인에서는 카카오 회원번호와 필수 프로필 닉네임·프로필 이미지, 선택 카카오계정 이메일을 처리할 수 있고, 통하리 모바일 카카오 가입에서는 카카오 회원번호와 필수 카카오계정(전화번호)을 처리합니다. 세부 조건은 개인정보처리방침을 따릅니다.
- 일부 기능은 고객 조직의 초대, 조합원 또는 토지등소유자 자격 확인, 관리자 승인 후 사용할 수 있습니다.
- 이용자는 본인의 정확한 정보를 제공해야 하며, 타인의 계정 또는 정보를 도용해서는 안 됩니다.
4. 회원 제작 콘텐츠
회원 제작 콘텐츠란 이용자가 서비스에 작성, 제출, 업로드하거나 표시하는 게시글, 질문, 답변, 댓글, 이미지, PDF 등 첨부파일 및 그 메타데이터를 의미합니다.
이용자는 자신이 제출한 회원 제작 콘텐츠가 관련 법령, 고객 조직의 운영 기준, 본 약관을 준수하도록 관리할 책임이 있습니다.
5. 금지 행위
이용자는 다음 행위를 하거나 해당 내용을 포함한 회원 제작 콘텐츠를 게시해서는 안 됩니다.
- 괴롭힘, 협박, 모욕 등 타인에게 정신적·신체적 위해를 가하는 행위
- 특정 개인 또는 집단에 대한 혐오·차별적 표현
- 선정적이거나 음란한 성적 콘텐츠
- 폭력을 묘사하거나 조장하는 콘텐츠
- 범죄, 불법 행위, 자해 또는 위험 행위를 조장하는 내용
- 본인 또는 타인의 개인정보, 연락처, 민감정보를 무단으로 노출하는 행위
- 광고성 스팸, 피싱, 악성 링크, 서비스 목적과 무관한 반복 게시
- 타인, 조합, 기관, 회사 또는 관리자를 사칭하는 행위
- 정비사업 조합 업무와 무관한 악의적 게시물 등록 또는 서비스 운영 방해
6. 불쾌 콘텐츠 및 악성 이용자에 대한 무관용 정책
회사는 게시글, 댓글, 이미지, PDF 등 모든 회원 제작 콘텐츠와 악성 이용자 행위에 대해 무관용(zero tolerance) 원칙을 적용합니다.
텍스트 콘텐츠는 게시 또는 수정 과정에서 불쾌 콘텐츠 필터를 통해 거부될 수 있습니다. 이미지와 첨부파일을 포함한 모든 회원 제작 콘텐츠는 서비스 내 신고, 차단, 관리자 검토 및 삭제 처리 대상입니다.
회사는 위반 콘텐츠 또는 악성 이용자 행위가 확인될 경우 사전 통지 없이 해당 콘텐츠를 삭제하거나 숨길 수 있으며, 위반 이용자의 계정 이용을 제한하거나 고객 조직과 협의하여 서비스에서 퇴출할 수 있습니다.
7. 신고, 차단, 처리 절차
- 이용자는 서비스 내 신고 기능으로 불쾌한 게시글, 댓글, 이미지, 첨부파일 또는 악성 이용자를 신고할 수 있습니다.
- 이용자는 서비스 내 차단 기능으로 특정 이용자의 회원 제작 콘텐츠를 자신의 화면에서 숨길 수 있습니다.
- 신고된 항목은 회사 또는 권한 있는 관리자가 검토하며, 회사는 접수된 신고를 원칙적으로 24시간 이내에 확인하여 처리합니다.
- 처리 결과에 따라 콘텐츠 삭제, 작성자 이용 제한, 계정 퇴출, 신고 기각 등 필요한 조치가 이루어질 수 있습니다.
8. 광고 표시 및 운영 주체
통하리 앱 이용 중 “광고” 또는 “유료광고”로 표시된 광고가 표시될 수 있습니다. 광고 계약·광고비 수령·게재 운영의 주체는 Latel이며, 해당 조합·추진위원회·사업주체는 광고 계약의 당사자가 아니고 광고 상품이나 서비스를 추천·보증하지 않습니다.
광고는 이용자가 접속한 조합별 서비스 화면에 배치될 수 있습니다. 이는 해당 조합이 광고 계약에 관여하거나 광고 내용을 승인했다는 의미가 아닙니다.
- 광고는 접속 중인 조합 화면을 기준으로 노출될 수 있으나, 이용자의 이름·연락처·물건지·소유관계·동의·투표·민원·문의 내용을 이용한 개인별 맞춤형 광고는 제공하지 않습니다.
- Latel은 광고 소재를 운영 기준에 따라 검토하며, 조합의 공식 공지나 의사결정 화면으로 오인시키는 광고를 게재하지 않습니다.
- 이용자는 각 광고의 “광고 신고” 기능으로 부적절하거나 연령에 맞지 않는 광고를 신고할 수 있으며, Latel은 신고 내용을 검토해 해당 광고의 중단·교체 등 필요한 조치를 합니다.
- 광고를 누르면 광고주 웹사이트로 이동할 수 있으며, 이동한 사이트에서의 정보 처리는 해당 광고주의 개인정보처리방침과 이용조건이 적용됩니다.
- 광고 상품·서비스 계약은 이용자와 광고주 사이에 성립합니다. 다만 Latel의 고의·중대한 과실이나 관계 법령상 책임까지 배제하지 않습니다.
- 맞춤형·행태정보 기반 광고를 도입하면 사전에 처리 항목·목적·제공 대상·보유기간·거부 방법을 알리고 필요한 별도 동의를 받습니다.
10. 서비스 제한 및 종료
회사는 이용자가 본 약관을 위반하거나 서비스 운영, 보안, 고객 조직의 정당한 업무 수행을 방해하는 경우 서비스 이용을 제한하거나 종료할 수 있습니다. 또한 시스템 점검, 장애 대응, 법령 또는 스토어 정책 준수를 위해 서비스 일부를 일시 중단할 수 있습니다.
11. 약관 변경
회사는 관련 법령, 서비스 기능, 스토어 정책, 운영 필요에 따라 본 약관을 변경할 수 있습니다. 중요한 변경이 있는 경우 앱, 웹사이트 또는 고객 조직을 통해 안내하며, 이 페이지의 시행일을 갱신합니다.

Tonghari is a private operations tool used by limited customer organizations such as redevelopment unions, committees, project entities, and their members. Users must use user-generated content, including posts, comments, images, PDFs, and other attachments, in compliance with law and these terms. Latel applies a zero-tolerance policy to objectionable content and abusive users. Latel is the contracting, payment-receiving, and placement operator for advertisements shown in the app; Section 8 explains the advertising standards.
1. Purpose
These terms define the rights, obligations, responsibilities, and service conditions between Latel ("Company"), customer organizations, and users for the Tonghari app and related services ("Service").
2. Service Overview
Tonghari provides notices, Q&A boards, comments, attachments, membership requests, membership status, property information, and push notifications for redevelopment union and project operations.
Tonghari is not a government app, public election app, or public identity app. Legal-effect workflows such as general meetings, electronic voting, or written resolutions are handled only under separate agreements or service scopes.
3. Accounts and Eligibility
- Users may sign in through Kakao, Apple, reviewer credentials, or other authentication methods supported by the Company.
- Web Kakao Login may process the Kakao member number, required profile nickname and profile image, and optional Kakao Account email. Tonghari mobile Kakao sign-up processes the Kakao member number and required Kakao Account phone number. See the Privacy Policy for details.
- Some features require invitation by a customer organization, membership or landowner verification, or administrator approval.
- Users must provide accurate information and must not misuse another person's account or information.
4. User-Generated Content
User-generated content means posts, questions, answers, comments, images, PDFs, other attachments, and related metadata that users write, submit, upload, or display in the Service.
Users are responsible for ensuring that their user-generated content complies with applicable laws, customer organization rules, and these terms.
5. Prohibited Conduct
Users must not engage in the following conduct or post user-generated content containing it.
- Harassment, threats, insults, or other conduct that causes mental or physical harm
- Hateful or discriminatory expression toward a person or group
- Sexually explicit or obscene content
- Content that depicts or encourages violence
- Content that encourages crime, illegal acts, self-harm, or dangerous behavior
- Unauthorized disclosure of personal information, contact details, or sensitive information
- Advertising spam, phishing, malicious links, or repeated posts unrelated to the Service
- Impersonation of another person, union, organization, the Company, or an administrator
- Malicious posts unrelated to redevelopment union operations or interference with service operation
6. Zero-Tolerance Policy for Objectionable Content and Abusive Users
The Company applies a zero-tolerance policy to all user-generated content, including posts, comments, images, PDFs, and other attachments, as well as abusive user behavior.
Text content may be rejected by an objectionable content filter during creation or editing. All user-generated content, including images and attachments, may be reported, blocked, reviewed by administrators, hidden, or deleted.
If violating content or abusive behavior is confirmed, the Company may delete or hide the content without prior notice, restrict the user's account, or remove the user from the Service in coordination with the relevant customer organization.
7. Reporting, Blocking, and Moderation
- Users may report objectionable posts, comments, images, attachments, or abusive users through in-app reporting features.
- Users may block specific users so that the blocked user's user-generated content is hidden from their own view.
- Reported items are reviewed by the Company or authorized administrators, and the Company will generally review and process reports within 24 hours.
- Depending on the review result, actions may include content deletion, author restrictions, account removal, or dismissal of the report.
If the in-app report or block feature is unavailable, or if urgent handling is needed, users may contact ceo@latel-co.com.
8. Advertising Display and Operating Responsibility
While using the Tonghari app, users may see advertisements labeled “Advertisement” or “Paid Advertisement.” Latel is responsible for contracting with advertisers, receiving advertising fees, and operating placements. The relevant union, committee, or project entity is not a party to the advertising contract and does not recommend or endorse the advertised products or services.
Advertisements may be placed within the service screen for the customer organization that a user is accessing. This does not mean that the organization participated in the advertising contract or approved the advertisement.
- Advertisements may be selected for the organization screen being accessed, but Tonghari does not provide individually targeted advertising based on a user's name, contact details, property, ownership, consent, vote, complaint, or inquiry information.
- Latel reviews advertising materials under its operating standards and does not place advertisements that could be mistaken for an organization's official notice or decision-making screen.
- Users may report inappropriate or age-inappropriate advertisements through the “Report Ad” function shown with each advertisement. Latel reviews reports and takes necessary action, including suspending or replacing the advertisement.
- Selecting an advertisement may open the advertiser's website. The advertiser's privacy policy and terms apply to information processed on that site.
- Any contract for an advertised product or service is formed between the user and the advertiser. This does not exclude Latel's liability for willful misconduct, gross negligence, or liability that cannot be excluded under applicable law.
- Before introducing personalized or behavior-based advertising, Latel will disclose the information processed, purposes, recipients, retention period, and opt-out method and obtain separate consent where required.
10. Service Restrictions and Termination
The Company may restrict or terminate use of the Service if a user violates these terms or interferes with service operation, security, or the legitimate operations of a customer organization. The Company may also temporarily suspend parts of the Service for maintenance, incident response, legal compliance, or store-policy compliance.
11. Changes to These Terms
The Company may update these terms as laws, service features, store policies, or operational needs change. Material changes will be announced through the app, website, or customer organization, and the effective date on this page will be updated.
